The quota is tied to a region: if, for example, you apply for Almaty, then the quota only applies there.
A quota is a government-imposed limit on the number of foreigners who can work in a given region or city. The number of permitted positions is determined annually, and the number of permits issued must not exceed the allocated limit.

Obtaining permits becomes difficult or impossible
A company may meet local authorities to obtain a partial quota from unused limits
Similar procedure: meeting with authorities, limited allocation possible, but usually must wait until next cycle.
Still required:
Apostilled/legalized diploma
Experience confirmation (min. 5 years for executives)
State duty payment
Compliance with local personnel ratios
Additional requirements
Citizens of Russia, Belarus, Armenia, Kyrgyzstan may work without quota
No quota for C5, permanent residents, intra-corporate transferees, family reunification
