The following persons have the right to obtain a temporary residence permit:
• Foreigners who arrived in the Republic of Kazakhstan on the basis of a work permit;
• Students enrolled in Kazakh educational institutions;
• Foreign citizens undergoing medical treatment in the Republic of Kazakhstan;
• Foreigners married to a citizen or a citizen of Kazakhstan;
• Foreigners married to the holder of a residence permit of the Republic of Kazakhstan;
• Businessmen conducting commercial activities in the territory of the Republic of Kazakhstan;
• Foreign citizens engaged in missionary activities.

• Employment (having a work permit or a signed employment contract);
• Studies (university enrollment order);
• Family circumstances (marriage);
• Medical indications (referral to a Kazakhstani medical institution);
• Doing business (registration of sole proprietor or LLP) — for business immigrants.

The basic list of documents:
• A completed application for the issuance of an TRP (issued at the PSC);
• Passport of a foreign citizen;
• Notarized consent of the landlord for accommodation;
• Confirmation of the purpose of the stay (employment contract, certificate from an educational institution, marriage certificate, etc.);
• Medical insurance (compulsory medical insurance);
• Arrival notification;
• Certificate of fingerprinting;
• A request from the inviting party.

Additionally, other documents may be required, depending on the grounds of stay.

The TRP may not be issued in the following cases:
• Threat to national security by the applicant;
• Providing fake or false information;
• Violations of migration registration rules.

It is important to strictly observe the validity period of the TRP. The delay in the departure of a foreign citizen after the expiration of the validity period of the TRP entails administrative liability — fines for both the foreigner himself and the receiving party (including the employer), in accordance with Articles 517 and 518 of the Administrative Code of the Republic of Kazakhstan.

• For citizens of Russia, Armenia, Belarus, Kyrgyzstan, Azerbaijan and Tajikistan — no later than 90 days from the date of entry into Kazakhstan. The 90/180 rule (stay of no more than 90 days during a 180-day period) must be taken into account.;
• For citizens of Uzbekistan, the TRP is issued within 30 calendar days from the date of entry, also taking into account 90/180.

Foreign citizens who have issued a temporary residence permit are required to:
• Comply with the laws of the Republic of Kazakhstan;
• Live at a registered address. In case of a change of address, the receiving party must notify the migration authorities in a timely manner.;
• Extend the TRP in advance if necessary;
• Inform the migration service about a change in the purpose of the visit or the address of residence (this responsibility is assumed by the receiving party);
• Get an IIN (individual identification number).
